The only thing wrong with Baltazar's is the kitchy, outmoded decor. A very inexpensive upgrade of removing the old sea shack mementos hung on the wall and replacing with some oil paintings of regional artwork and placing a single white flower or white candle on each table would rock the joint into being not just a great place for food, but a great place for ambience also.
Decor aside, the food was fantastic, upper end prices but worth it, my trio of seafood enchiladas each came liberally laced with either crab, lobster or shrimp, in every bite.My companion had no complaints on his meal, either. The margaritas are good, but they are made fresh, so some may find them watery tasting when compared with the premixed kind most commonly found. The chips, in their day glo green and red, should be replaced with a more natural chip and the salsas that accompanied them were , unfortunately, some of the more soupy and tasteless around town, not deserving of this fine establishment. Expensive, but all in all, worth it!
